On September 12, 2013, the State Bank of Vietnam (“SBV”) issued a decision approving the merger between Petrovietnam Finance Joint Stock Corporation (“PVFC”) and Western Joint Stock Commercial Bank (“Western Bank”) to form Vietnam Public Joint Stock Commercial Bank.
